What AB 831 Bans and Who It Targets

AB 831 outlaws operating or offering online sweepstakes games that simulate casino gambling think slots, video poker, table games, bingo/lottery mechanics, and even sports wagering whenever players can win cash or cash equivalents. The law pinpoints the “dual-currency” setup used by leading sweepstakes brands.

The statute goes beyond operators: payment processors, financial institutions, geolocation and platform providers, content suppliers, and media affiliates are barred from knowingly supporting such games in California. Violations carry misdemeanor penalties, including fines of $1,000–$25,000 and up to a year in county jail.

What Changes Next for Players and Platforms

For companies, the clock is ticking: California-facing sweepstakes products must wind down or radically retool ahead of the January 1, 2026 effective date. With New Jersey already enforcing its own ban, national operators lose access to two pivotal markets, accelerating a pivot either to fully regulated iGaming models or non-redeemable “social casino” experiences.
