30 July 2025, Diário Oficial published Portaria SPA/MF No. 1 665. It authorizes DEFY LTDA, trading as 1xBet, to run online and land-based fixed-odds betting across Brazil until July 29, 2030.

License Secured, Market Unlocked

The Secretariat of Prizes and Betting (SPA), the Finance Ministry unit now supervising Brazil’s newly regulated market, confirmed that DEFY LTDA met all technical, financial and integrity criteria to receive a full national permit. The approval follows a wave of provisional certificates issued earlier in 2025 as the country gears up for wider sportsbook oversight.

Five-Year Reign, Online to Offline

The five-year grant covers fixed-odds wagering delivered online and at any authorized retail outlets. It aligns 1xBet with SPA rules on consumer protection, anti-money-laundering controls, and responsible-gambling messaging. The license term ends on 29 Jul 2030. Its renewal will depend on continued compliance.

Brazil’s Betting Boom Accelerates

Brazil’s betting framework, finalized in 2024 and refined this year, requires operators to localize servers, maintain a compliance reserve and pay a 12 % GGR tax plus contributions to social programs. With DEFY LTDA now green-lit, observers expect more international brands to formalize their positions ahead of the 2026 World Cup cycle.

Tight Rules, High Penalties

1xBet should integrate with the national betting monitoring system, file quarterly audits and deploy self-exclusion tools in Portuguese, under SPA rules. Possible violations can trigger fines of up to BRL 2 bn. or license suspension.

Local Domain and Stadium Rollout Ahead

1xBet says it will launch a fully localized .br domain in the coming weeks and explore retail kiosks in major football stadiums. Industry analysts see the approval as a bellwether for the pace at which Brazil’s market will transition from gray to fully regulated status.
