Law No. 25-10 amends the core AML act with a new Art. 6 bis: it bans the issuance, purchase, sale, use, storage, commercial circulation, and promotion of cryptoassets, as well as the creation and operation of exchange platforms. A separate clause covers the prohibition of mining. The wording captures the use of cryptocurrencies both as a means of payment and as an investment instrument.
The document strengthens the earlier, vague 2018 ban and removes the legal “grey zone.” Some media have reported crackdowns on attempts to bypass the rules via VPNs; however, there is no explicit VPN ban in the text of Law No. 25-10. A parallel Law No. 25-11 concerns data processing for law-enforcement needs.
What exactly is prohibited and what are the penalties
Prohibitions cover possession, any transactions and settlements, advertising and promotion, mining, and the launch and operation of exchanges and wallet services. In effect, any form of participation in the crypto economy inside the country is now unlawful.
Sanctions are set out in the new Art. 31 bis: imprisonment from 2 months to 1 year and/or a fine of 1,535–7,675 USD (200,000–1,000,000 DZD) for breaching Art. 6 bis. International outlets have summarized these provisions, but the primary source remains Journal Officiel No. 48.
Why this matters for the market and iGaming
The ban closes off any legal avenues for companies and individuals to handle BTC, ETH, USDT, and other assets. For the financial sector, this means tighter compliance and no room for crypto services under local jurisdiction.
In practice, many Algerians used cryptocurrencies to reach offshore betting and casino platforms: gambling in Algeria is prohibited under civil law, and the online segment is unregulated. The new law cuts off this route, a shift already noted by specialist iGaming media.
