Brazil’s Federal Senate Science and Technology Committee (CCT) has approved a bill that would effectively prohibit advertising and sports sponsorships by betting operators. The proposal now moves to the Senate’s Constitution and Justice Committee (CCJ) for review.

The text (PL 3.563/2024) would amend Brazil’s sports-betting framework and introduce a blanket-style restriction on marketing communications for fixed-odds betting and online gambling promotion across the country.

What the draft ban would cover

If enacted, the bill would ban betting advertising across traditional and digital channels, including TV and radio, newspapers and magazines, billboards/posters, websites, and social media.

It also targets commercial visibility in sports and events: operators would be barred from sponsoring sports clubs and tournaments, and from sponsoring cultural, civic, or community events. The Senate’s own summary also notes restrictions such as banning the pre-installation of betting apps on devices.

Election betting, hidden ads, and penalties

A separate section of the proposal would prohibit wagers on political outcomes covering elections, referendums, and plebiscites at any level of government. In addition, the bill addresses indirect or hidden advertising, such as brand mentions embedded in films, TV programs, or online content, as well as distribution tactics like app pre-installation.

For violations of the advertising and sponsorship rules, the bill предусматривает a warning, fines that can reach R$10 million, and depending on the case temporary suspension of operations or even license revocation. For election-betting breaches, reported penalties include fines in the hundreds of thousands of reais, with thresholds varying by the severity and scale of the violation.
