The Dutch Gambling Authority, known as the Kansspelautoriteit (KSA), has fined online gambling operator 711 B.V. €886,000 for failing to adequately protect players from gambling-related harm. The regulator concluded that the company did not properly fulfill its duty of care obligations between February 2022 and June 2024.
According to the KSA, operators are required to actively monitor customer behavior and intervene when signs of problematic gambling emerge. Following an investigation, the regulator determined that 711 repeatedly failed to take appropriate action despite clear indicators of excessive gambling activity.
Investigation Reviewed High-Risk Player Accounts
As part of its review, the KSA examined ten player accounts involving individuals who had suffered substantial losses, gambled frequently, and regularly placed bets during nighttime hours. The regulator stated that violations were identified in every case reviewed.
Investigators found that 711 did not sufficiently analyze player behavior and often failed to intervene in a timely manner. In some instances, players were reportedly allowed to continue gambling excessively for weeks or even months without meaningful intervention.
The regulator also noted that 711 failed to consistently follow its own internal responsible gambling procedures, including risk assessments that were supposed to be triggered when customers reached certain deposit or loss thresholds.
Fine Linked to Operator Revenue
Rather than applying a standard penalty, the KSA calculated the fine based on the operator’s financial performance and the severity of the violations. The final amount was set at €886,000 after considering both aggravating factors and procedural adjustments.
KSA Chairman Michel Groothuizen said the regulator has increased scrutiny of duty-of-care compliance since the opening of the Dutch regulated online gambling market and has introduced stricter requirements to prevent similar cases in the future.
Growing Focus on Responsible Gambling Enforcement
The decision is the latest example of increased enforcement activity in the Netherlands, where regulators have made responsible gambling protections a key priority. The KSA has repeatedly warned operators that failing to identify and assist vulnerable customers can result in significant penalties.
711 remains a licensed operator in the Dutch market, holding a remote gambling license valid until March 2027. The company has the right to challenge the regulator’s decision through the formal appeals process.
