Online gambling operators will not be able to advertise through ChatGPT for the foreseeable future, despite OpenAI’s rapid expansion of its advertising business across Europe.

The company recently introduced ChatGPT Ads in the Netherlands and other European markets, creating a new advertising channel for brands. However, gambling has been placed among the categories that OpenAI currently considers unsuitable for advertising.

For bookmakers, online casinos and other gambling companies, the decision closes off access to one of the fastest-growing advertising platforms in the AI sector.

Gambling Classified as an Unsuitable Advertising Category

OpenAI’s advertising policy sets restrictions on where and in what contexts advertisements can appear.

According to the company’s rules, ads should be placed only in environments that are safe, appropriate and consistent with user trust and brand safety. OpenAI also excludes certain sensitive contexts from advertising placements.

Gambling currently falls within the categories that are not accepted for advertising on the platform. This means gambling operators cannot simply register as advertisers and promote sportsbooks, casinos or betting products through ChatGPT Ads.

The restriction applies despite the fact that gambling is a major advertising category across traditional digital channels.

ChatGPT Ads Expand Across Europe

The gambling restriction comes as OpenAI is significantly expanding its advertising business.

ChatGPT Ads were introduced in additional European markets during 2026, including the Netherlands. OpenAI has also expanded the advertising pilot to a wider group of European countries, giving brands access to advertising placements within ChatGPT conversations.

The expansion is significant because ChatGPT is increasingly being used not only as a chatbot but also as a tool for finding information, comparing products and making purchasing decisions.

This creates a new form of advertising inventory in which brands can potentially reach users based on the context of their conversations rather than traditional keyword searches.

No Exception for Licensed Gambling Operators

The current policy does not appear to create a general exception for licensed gambling companies.

That is particularly relevant in regulated European markets such as the Netherlands, where licensed operators can legally advertise under strict national requirements.

Being licensed by a national gambling regulator, however, does not automatically make an operator eligible to advertise through ChatGPT. OpenAI applies its own platform-level advertising rules in addition to local legislation.

As a result, a gambling company may be legally permitted to advertise in the Netherlands while still being excluded from ChatGPT’s advertising ecosystem.

A Missed Opportunity for the Gambling Industry

The decision could be significant for the iGaming sector.

AI-powered search is becoming an increasingly important way for consumers to discover information, products and services. ChatGPT’s advertising model could eventually offer operators a new way to reach users at moments when they are actively looking for relevant information.

For gambling brands, however, that opportunity remains unavailable.

The restriction also means that operators cannot currently compete for paid visibility alongside other commercial categories within ChatGPT.

OpenAI’s Advertising Business Continues to Grow

The gambling ban comes at a time when advertising is becoming increasingly important to OpenAI.

ChatGPT Ads have expanded from their initial markets into Europe and other regions. On August 31, OpenAI said its advertising business had reached a $1 billion annualized revenue run rate, highlighting the scale the company expects the advertising business to reach.

The rapid growth of the platform makes its decision to exclude gambling particularly notable. Even without betting and casino advertisers, OpenAI has access to a broad range of brands and commercial categories seeking exposure inside AI-powered conversations.

Could Gambling Ads Be Allowed in the Future?

For now, OpenAI has not indicated that gambling advertising will be introduced.

The wording of the current approach leaves open the possibility that advertising policies could evolve as ChatGPT Ads mature and expand into additional markets. However, there is currently no announced timetable for allowing bookmakers or casino operators to participate.

For the gambling industry, the situation therefore remains straightforward: ChatGPT is becoming a major advertising platform, but gambling companies cannot currently buy advertising inventory there.
