The authorities of the Dominican Republic have resumed the implementation of a national plan to regulate the gambling business. We are talking about lottery outlets, agencies, betting shops and other gambling operators. The decision was formalized by Decree 197-26, which provides for restarting the process of verification, validation and formalization of market participants.
The official text explicitly states that the purpose of the new measure is to complete the process of cleaning up and legalizing the sector, which was not completed after the deadline set back in 2022. The reason for the restart was the high volume of applications remaining under consideration after the completion of the previous stage of regulation.
The tax Service has been given a stronger role in the process
One of the main changes was the strengthening of the role of DGII, the country’s tax service. According to the decree, she will check the fulfillment of tax obligations by operators, help with their temporary inclusion in the relevant tax regime and support further control and supervision processes.
This shows that the new stage of settlement is built not only around formal licensing, but also around tax discipline. For the government, this approach means an attempt to transfer a significant part of the sector to a more transparent and controlled work model.
The authorities simultaneously revised the surveillance scheme
The decree also updates the structure of the advisory council that will accompany the settlement plan. It included representatives of the Ministry of Finance and Economy, DGII, INDOTEL, OGTIC, the National Lottery, industry associations, concessionaires, sports betting, casinos and the Horse Racing Commission. The administrator of the National Lottery has been temporarily appointed coordinator of the Council.
In addition, the new document repeals the previous Decree 295-22 and actually launches an updated institutional scheme for the supervision of lottery points, points of sale, betting, casinos and other types of gambling. The decree itself was signed on March 26, 2026, and its introduction was publicly announced on April 15.
